this is to confirm that the company. Ultimate Technology & Service, (company director, Mr. John Richardson) was the main mechanical contractor during the construction of the TIG HyCO, 1900NM3/H Carbonmonoxide/Hydrogen syngas plant,- Map-Ta-Phut-Thailand.

Subj. Tig HyCO synthesis gas plant in Map Ta Phut

Dear Sirs,

Linde AG, Engineering Division, a German "blue chip" shareholding company, would like to highly recommend UTS = Ultimate Technology Services, a company run by Mr. John Richardson, Pracharat Road, Map Ta Phut.

UTS in 2002 and early 2003 was responsible for the mechanical Installation of the TIG HyCO plant, located in Map Ta Phut. The design, engineering and equipment were supplied by Linde. UTS independently performed an excellent job, including fabrication of piping and steel structure, mechanical installation of equipment, pressure test, re-instatement ant quality control.

We were very impressed by the high quality of UTS fabrication and services as well as their commitment to supply all equipment and work within schedule.

Linde was fully satisfied with all aspects of UTS services and we would like to highly recommend UTS to all future prospective UTS.

Clough-Unithai Engineering Limited (CUEL) are Alliance Partners with Unocal Thailand Ltd

The UCU Alliance (Unocal - Clough - Unithai) partners have signed agreements to work together for an initial period of 7 years. UCU Alliance will engineer, procure, fabricate and install all Unocal Wellhead Platforms and associated Sub-sea Pipelines in Gulf of Thailand during that period.

UCU Alliance is presently being tailored to provide similar fabrication services to other Operators in the Gulf of Thailand.

Ultimate Technology and Services (UTS) have been listed as a preferred contractor to UCU, having recently being awarded several major fabrication and piping subcontractor packages.

Given the success of UTS involvement to date i.e. Schedule, Quality and Safety on Phase 22 of the Unocal Project. UCU and UTS will look forward to a long close working relationship during Phase 23 and subsequent Phase.

Should future projects at our Laem Chabang Facility require the need for similar outsourcing. We would have no hesitation in entering further subcontracting arrangement with UTS.
